Professor William Sumner Jenkins was director of the Bureau of Public Records Collection and Research from its establishment in 1941 until his retirement from the university in 1967. The records of the Bureau of Public Records Collection and Research consist of the files of its director, Professor William Sumner Jenkins. The material prior to 1941 consists of Jenkins's correspondence as professor of constitutional law in the University of North Carolina's Department of Political Science. These files also contain materials on Jenkins's Work Projects Administration (WPA) project to collect the legislative records of the states. In 1941, the WPA project was incorporated into the Library of Congress-University of North Carolina project to produce .
